      10 February 2004, Louisiana Attorney General Charles C. Foti, Jr, served as Orleans Parish Sheriff. He was in charge of Orleans Parish Prison, a local jail.

      HRW (Human Rights Watch) wanted to tour Orleans Parish Prison and to talk with some of its INS detainee-prisoners while Foti was sheriff. Detainees were treated the same as other prisoners in that jail (some of whom are waiting for trial and have not been convicted). The director of federal prisoners at the jail, Mary Baldwin Kennedy, told HRW that prisoners could not be visited except by someone with a Louisiana address, and that each visit could be for a maximum of 15 minutes.
