Former warden of the U.S. army prison at Fort Leavenworth Kansas, former cabinet secretary for the New Mexico (USA) Corrections Department, former director of Utah's prisons, former director for the Texas Department of Corrections. (MTC lobbied in Texas in 2004 using a paid lobbyist listed on this webpage.) McCotter ran Management and Training Corporation. There is a 6 March 2003 U.S. federal government letter-report (from Assistant Attorney General Ralph E. Boyd, Jr.) of inhumane conditions at Santa Fe County Adult Detention Center in New Mexico when it was under McCotter.

      U.S. attorney general John Ashcroft chose McCotter to lead an American mission to re-organize Iraq's prisons. For example, it was McCotter who made Abu Ghraib America's main military prison in Iraq.
