On 25 March 2009, at the top of the psycare.org Web site's home page, we noticed "Special Offer for New Patients: Discount Voucher". On that date, we donwloaded the voucher, which is PDF file psycare_voucher.pdf. It says, "We are offering you a voucher for a $10.00 credit towards your first session." and, at the bottom, "Exceptions: not valid for zero co-pay sessions, EAP, and late or missed fees
    Only one voucher per patient, per 12-month period from your first session.". If a patient has no insurance and pays the entire bill himself, he is the payor and there is no co-pay (i.e., there is zero co-pay). Therefore, uninsueed patients do not get the discount. Despite the broad language of the exception, we guess that it is conceivable that Psycare intends its zero co-pay exception to apply merely to insured patients. We don't know what EAP means. Maybe it means employee assistance program. There are a variety of employee assistance programs. Maybe EAP is a government program. We do not know what is actually discounted by Psycare.
