The (according to former URL www.latimes.com/search/dispatcher.front?target=blendedsearch&Query=rocky+delgadillo+michelle) L.A. Times newspaper reported a few times in mid-2007 about him and his wife, Michelle Delgadillo (36, who once was an aide of former L.A. City Councilman Joel Wachs). In our opinion, if the L.A. Times reporting is true, the Delgadillos have done crimes and wrongly received favors, in our opinion. At least some of the crime and favoritism may pertain to his government office. For example,he repeatedly let his wife drive a city-owned car (a GMC Yukon SUV) for personal errands. What's worse, he let her drive while she had a suspended license. She got into an accident and thus damaged the city-owned car. They should have paid for repair but the city paid. In conjunction with some of these events, he affirmatively misstated the truth.
He repeatedly, wrongly let an unauthorized person drive a city-owned car which had been issued to him. Although he and his wife should have paid for the resulting damage to the car, he wrongly let the city pay. Therefore, L.A. City's government should not let him drive or possess a city-owned car.
Some of his Times-reported misbehavior must have been criminal. As far as we know, he wasn't arrested, and he didn't even get a ticket for a misdemeanor.
In a criminal case, his defendant wife failed to appear in court in Santa Monica. The punishment for FTA (a criminal defendant's failure to appear in court) often is worse than the punishment for the underlying crime. Rocky's a prosecutor. The L.A. Times reporting does not mention activity by L.A.P.D. Internal Affairs.
The government should prosecute Rocky for Michelle's driving with a suspended license (and perhpas for some of her other crimes) because he supplied here with the car she needed for her traffic crimes. He aided her ("aid or abet") to do the crimes by supplying the car to someone he knew had a suspended license.. She was married to a prosecutor when her license was suspended. She told him. Also, someone in his office told him. Also, he could easily have found out for himself. It's wrong that she's the only one who was prosecuted.
Did he do a crime by allowing her to drive a city-owned car? Why did the city government provide him with an SUV? Does he do a lot of off-road driving as part of his work?
He may have done a crime, maybe criminal fraud, in handling affairs in such a way that the city government paid for repair to the car. (He eventually reimbursed the city but only after L.A. Times publicity.)
New Jersey Attorney General Zulima Farber was forced to resign because she did not prevent her boyfriend from getting a favor (namely, local police eating of a traffic ticket or two intended for her boyfriend). Farber lost her job although she did not help her boyfriend do crimes. Rocky persistently helped his wife do traffic crimes and seems to have cheated the city out of the money needed to get the car fixed. Los Angeles law enforcement has considerably lower ethical standards than does the state of New Jersey so no one will even give Rocky a ticket (much less, arrest him or force him to resign).
This reminds us of two, recent Los Angeles incidents. First, the L.A. Sheriff's Department wrongly let entertainer Paris Hilton out of jail after only one day in jail, a favor which would not have ben done for a commoner. Second, on 28 July 2006, when Mel Gibson got a ticket in Malibu for driving under the influence of alcohol, Gibson warned the arresting officer, a deputy sheriff, that Gibson was a big shot. Gibson later unfairly received preferential treatment from the Sherifff's Department. The Sheriff's Department ordered four pages of the original arrest report, which pages contained many facts directly relevant to whether Gibson was guilty (for example, elevant to whether Gibson was intoxicated), removed from the report. We don't know if it was a crime (maybe obstruction of justice) to order removal of the four pages. Also, after Gibson was released from a Sheriff's station on his arrest night, a deputy drove Gibson ten miles to Gibson's car. Governor Schwarzenegger criminally drove a motorcycle near his nome in Los Angeles on 8 January 2006 while Highway Patrol officers watched. LAPD officers showed up after there was an accident. The LAPD officers did not give Schwarzenegger ticket because they (as distinguished from Highway Patrol officers) did not see Schwarzenegger do a crime. The Highway Patrol officers did not ticket Schwarzenegger because they don't want to damage their careers. Ulysses S. Grant was given a traffic ticket while he was president. He was fined twenty dollars (much money back then) for riding his horse too fast on a Washington street. As far as we know, Theodore Roosevelt was the first (and last?) person to get a ticket for improperly driving a car while president. He was driving. An officer pulled him over, then discovered that the president was driving. Rooselvelt told the officer to give the ticket, which the officer did. That's a difference between admirable leadership and politicians like Schwarzenegger and Rocky.
If a law enforcement system does not treat rich and poor, famous and unknown, powerful and weak equally, fairness requires that that discrimiantion be stopped. The public deserves immediate protection from such a system. In Los Angeles City and County, the law enforcement system generally treats the rich, poweful, and famous better. An obvious, fast remedy would be to stop law enforcement activities in Los Angeles. For example, no one there should get tickets or be arrested, and no one should be prosecuted for helping someone else do a crime. A less drastic and less effective remedy would be to impeach or fire specific officers who wrongly discriminate (for example, Rocky and the Sheriff's Department officer who ordered removal of four, highly relevant pages of the original Gibson report).
As far as we know, an FTA warrant was issued for Michelle's arrest but she still has not been arrested. She recently claimed that she was working to resolve the warrant issue as quickly as possible. The way to resolve it as quickly as possible is to go as quickly as possible to a law enforcement agency (for example, a Sheriff's Department station) to turn herself in to be arrested. Despite what she said, she refuses to resolve the warrant issue as quickly as possible.
Someone with a name similar to Michelle's and an age close to Rocky's may recently have had an address in DIAMOND BAR, CA 91765.
It is a longstanding policy and practice of the LAPD to feloniously distribute its information, conclusions, suspicions, and guesses, both correct and incorrect.
LAPD (Los Angeles Police Department)
A FABLE
The LAPD investigated the JFK assassination. Because JFK cheated a lot on his wife, the LAPD concluded that probably she arranged the killing. The LAPD came to its conclusion about Jacqueline without questioning her and without her even knowing that she had been a suspect. The LAPD incompetently did a brief, cursory investigation. For example, the LAPD did not question everyone who was obviously likely to know about the assassination. The LAPD could not prove its ridiculous hunch that Jacqueline arranged the assassination, and the LAPD implied that it had closed the case as unsolved. One day, a helpful officer told Jacqueline his sincere but incorrect belief that she had been arrested. She denied having been arrested. He gave her a number (an arrest number?) and he sugggested contacting the LAPD. Jacqueline then contacted the LAPD to find out what the LAPD knew about the matter. The LAPD lied that the LAPD had no interest or involvement in the matter (for example, had not done the arrest) but that the Burbank police department might know about the matter because the arrest had been in Burbank. Later, after wasting much time with the Burbank police department (not the Burbank police department's fault), Jacqueline showed the LAPD that she knew it was interested and involved. For ecample, she knew that it had done the arrest which had been recorded and reported in such a way that the helpful officer had concluded that Jacqueline had been arrested. An LAPD employee who implied that he was a watch commander asked her if she was a butcher, and she answered. The watch commander asked her if she was a baker, and she answered. The commander asked her if she was a candlestick-maker, and she answered. She wondered if the commander was trying to provoke her into blurting out her occupation. The commander persistently treated her as a suspect (asking her for her fingerprints and then comparing them to someone else's, for example) instead of someone who could investigate and solve a crime better than the employees whom the LAPD had assigned to investigate the assassination. Brazenly in front of a witness, the commander threateningly lied that she might have done something criminal to find out about the LAPD's interest in the assassination. The commander kept many important facts about the assassination secret (for example: who was present at the assassination, what they were wearing, why they were at the scene of the assassination, their heights, whether they were right-handed or left-handed). She left in disgust but did not give up. Later, she called the LAPD to again try to get information but the LAPD merely explained that it is futile to try to investigate such cases (using a metaphor about wasting time by tring to follow rat holes). After she expertly investigated, she concluded, based on evidence that the LAPD seems neither to have looked for nor found, that Lee Harvey Oswald killed JFK or at least was much involved. She discovered information about Oswald including his name, home address, occupation (not a butcher, baker, or candlestick-maker, incidentally), nationality, religion, and physical description. The LAPD occasionally, criminally spread its ludicously wrong conclusion that Jacqueline Kennedy arranged her husband's murder or at least was somehow involved in causing the murder, causing her immense harm for many years.

The commission works like a corporation's board of directors: setting departmental policies and overseeing departmental operations. The Chief of Police is the department's CEO, and he reports to the Board. Five civilian members make up the Board of Police Commissioners.

Interpol's headquarters were bombed by someone who seems to have been politically motivated. Therefore, Interpol initially was forbidden to handle the case. Later, interpol changed that rule. We think that the rule was retroactively changed so that Interpol could handle the bombing of its own headquarters.
Goodman represented Interpol in Austria at a U.N. conference. He advised the Under Secretary of the federal Department of Treasury for Enforcement. (We don't know the Under Secretary's name.) Goodman taught under auspices of the University of Dayton.
In American law, one does not cite sealed court cases. In an article, he cited a sealed case from a state, trial court (not even an appellate court) without disclosing that the trial court had ordered the case sealed.
