"Orange County Sheriff's Department Evaluation" (by Holland & Knight LLP, New York, New York; 25 June 2001) is interesting; for example, part 16: "XVI. PREFERENTIAL TREATMENT FOR THE SON OF THE CORRECTIONAL ADMINISTRATOR". According to the last several paragraphs of part 16, a private vendor (paid by the county governemnt to provide medical service to prisoners) wrongly overcahrged the county, and the overcahrges were wrongly approved (by the Sheriff's Department, assuming that we correctly understood that part of part 16). The vendor (which was supposed to provide medical service to prisoners, not jail staff or their relatives) provided medical service to the county government's correctional adminsitrator and his wife. According to the county sheriff, the vendor provided medical service to C.O.s. As far as we know, no one was prosecuted for any of the seeming crimes mentioned in the evaluation.
Some prisoners can be difficult for a jail's staff to manage. A jail doctor who prescribes psychiatric drugs for prisoners has a conflict of interest. He should prescribe drugs that are best for the patient. If what's best for the patient is to prescribe no drugs, or to prescribe drugs which make the prisoner-patient more active, the doctor should do that. On the other hand, a jail doctor may be tempted to help the jail's staff by heavily tranquilizing and sedating prisoner-patients to make them easier to manage. Jail doctor Beneb C. Ting, mentioned below on this page, seems to have been accused of overmedicating prisoner-patients although not necessarily for an unethical purpose.

After the 11 September 2001 massacres, there was thought of suing the Port Authority for advising people in a burning building to stay put rather than to flee, for fire escapes, for fire drills, and for other reasons. Joseph Seymour, who was executive director of PANYNJ, has had a Glenmont (Albany county) address about a 1.09 mile drive from the Glenmont address of his replacement as PANYNJ executive director, Kenneth Ringler. Both of them have similar career backgrounds; for example, high executive of Department of Motor Vehicles, and high executive of Office of General Services. Was it intended from his first day on the job as PANYNJ executive director that he (like his predecessor, Seymour) would do it for only a few years? Is that why Ringler seems not to have moved to the Manhattan area?
