Much of the information below describes contributions received by federal, political entities (for example, campaign finance committees and PACs), from people whose employer or occupation begins with "correction", "detention", or a similar term. Most officers listed at this website are listed on pages which describe state and local government officers, not on this page. Not every person named below is a government officer.
Do private prisons treat prisoners differently than government prisons do? It is important to know if there are differeences between private prisoners' physical and mental condition and government prisoners' physical and mental condition. To find out if there are such differences, it would be useful to compare the two groups' statistics for many indicators of physical and mental condiion. Those indicators might include BMI (body mass index); pulse; body temperature, height (some young prisoners continue to grow while in prison); vision; white blood cell differential count; systolic and diastolic blood pressure; and levels of cortisol, dopamine, norepinephrine, and serotonin. Many indicators in the preceding list illuminate both physical and mental condition; however, the first indicators are especially relevant to differences in the physical condition of the two groups of prisoners, and the last indicators on the list are especially relevant to differences in the mental condition of the two groups of prisoners. Those indicators would show if one group of prisoners were treated much better than another group. For example, in a group of prisoners with more stress and depression than a second group or comparable prisoners, the first group would have at least one of the following: lower white blood cell count, higher blood pressure, higher cortisol, higher norepinephrine. Any research would have to be ethical, legal, and competent; for example, proper controls for age, sex, and other influences.
If research showed no statistically significant differences between the two groups of prisoners, that probably would be a powerful argument in favor of private prisons, because private prisons usually are much cheaper to run. If statistically significant differences were discovered, it would then be appropriate to do research to find out if the private prisons were better or worse than the government ones from the perspective of their prisoners' physical and mental condition while in prison.
When evaluating prisoner facilities and how prisoners live, one should consider the full range (vehicles and conditions in which prisoners are taken from one prison to another, prisoner holding cells in courthouses, etc.), not just prison buildings.
Discussions of private or government prisons should be based on expert analysis of how good the prisons are at achieving their goals. The proof of the pudding is in the eating, not in the cook's resume or in the number of cooks who made the pudding.
Occasionally, one hears or reads the CEO of a government agency brag that he tries hard: the agency now has more employees, the minimum amount of education required of new employees has been raised, the employees are now paid more, the agency now has more offices. What's impressive is well done research showing that a govrnment agency is achieving its goals better than before. It is suspicious for management to brag about effort while being silent about results.
Many people named on this page are affiliated with CCA (Correctional Corporation of America), which operates prisons. CCA has webapages about its prisons (for example, giving names and brief biographies of wardens).
Much of the worst treatment prisoners get is while they are in transit; for example, from one jail to another, or from jail to courthouse. A competent investigation of prisoners' living circumstances requires direct observation of how prisoners are transported; for example, riding along in a bus, preferably undercover. Below we briefly summarize a few aspects of how some prisoners were transported from some places in America (for example, a county jail and an army prison) to other places (for example, a county jail, a state prison, and a federal prison). The description below is not necessarily perfect. There may be mistakes.
Transportation was provided by a business corporation which was paid to transport prisoners. Prisoners were transported in a van which zigzagged through America from correctional facility to correctional facility, sometimes taking on a prisoner, sometimes putting off a prisoner. Because of the zigzag route, it took much time for a prisoner to go from his origin to his destination. All prisoners were men. Prisoners wore their own clothing, not uniforms. Some prisoners had not been convicted of a crime, some had. Each prisoner was shackled (feet chained to each other) and handcuffed. Each prisoner had a chain around his waist. Each prisoner's handcuffs were chained to his waist chain. The entire group of prisoners were chained together into one line of prisoners. With the exception of two prisoners (the prisoners at each end of the line), each prisoner was chained to two other prisoners. The chained line of prisoners sat in the back of the van. Some of the prisoners were chained to the inside of the van. The prisoners were chained so that each had to remain seated. If a prisoner fell asleep, he would change position (for example, by slouching forward a little), which would cause a chain to tug on him in such a way as to wake him. Thus, prisoners could not sleep more than a few minutes without being woken. Even if a prisoner were able to sleep sitting motionlessly, he would quickly be woken by tugging on a chain connecting him to another prisoner who had moved. It was impossible to sleep more than a few minutes at a time.
While being transported like that, prisoners were fed three meals a day. A typical meal might be a hamburger, French fries, and soda. A typical meal failed to provide many prisoners with one third of the recommended, daily allotment of nutrients; for example, fiber. Because of the way prisoners were chained, eating and drinking were difficult. For example, if a prisoner held a hamburger in his hands, he had to lower his head toward his waist to bite from the burger because his handcuffs were chained to his waist chain, causing his hands to be kept close to his waist. If food fell (for example, if a piece of onion with some ketchup on it fell on the floor), it stayed where it fell. The prisoner was unable to pick it up. The prisoners' clothing (especially the part of the pants covering the front of the thighs) became stained with food. It was impossible to eat while holding a berage container with one's hands. While eating, one held the beverage container on the floor between one's feet. When a prisoner drank, he held his food on the floor between his feet. When shifting food or beverage between hands and floor, food or beverage would sometimes spill. The floor and some of the prisoners stank. A fly sometimes buzzed near the food and beverage on the floor.
There was no opportunity to shower, shave, wash, oir brush one's teeth.
Occasionally, the van would stop at a gas station or other roadside business to permit the prisoners to use the toilet room. The chained line of prisoners would get out of the van. As each prisoner got out, the chains connecting him to other prisoners would jerk, causing brief pain to him and to the prisoners to whom he wa chained. The line of prisoners would go into the toilet room. Because of the length of the line and the size of the toilet room, while the prisoner at one end of the line was using a toilet or urinal, the prisoner at the other end of the line was standing outside of the toilet room. Because prisoners were chained while in the toilet room, it was extremely difficult to open one's fly, lower one's pants and undershorts, stand close to a urinal, sit on a toilet, or wipe one's anus.
This is the way the prisoners lived for days at a time.
Evey few days, the prisoners in the van were all brought into a jail that had a contract with the prisoner-transport business and there unchained. The length of the unchained period varied. It might be a few hours, one night, or a few days. If it were more than a few hours, the jail would feed the prisoners normally (normal prisoner diet which the prisoners ate unchained), let them sleep normally (for example, lying down unchained), and generally treat the prisoners the way American jails treat their prisoners. A C.O. in one of those jails confided that the C.O.s there had been instructed to be very nice to the business's prisoners. Prisoners were treated much better in those jails (the jails that had contracts with the business) than on the road.
Then, prisoners would get back in the van for a few more days on the road.
Once, on the road, a C.O. driving the van became angry with how much the van stank from the food and beverages on the floor in the prisoner area of the van, which was the back of the van. He partly unchained a prisoner whom he forced to clean the floor in the back of the van. We don't know if that prisoner was then a prisoner because he had been convicted of a crime. Forcing someone to work for someone else can be slavery. In some jurisdictions, slavery can be a felony unless it's part of a court-ordered punishment. If the prisoner who was forced to clean the floor of the back of the van was not in the van because he had been convicted of a crime, then his cleaning work could not have been part of a court-ordered punishment. This discussion is purely theoretical because it is inconceivable that a corporation or a C.O. would be arrested for slavery. (We don't know how common it is for American jails to force unconvicted prisoners to do free work; for example, free janitorial work. The practice has been routine in California's Santa Clara county jail.)
In general, prisoners found being on the road hellish. On the other hand, there was no violence.

Prison businesses are in the real esate business. Real estate is a crucial part of capital appreciation, profit, and ROI in the private prison industry. For a varuiety of reasons (for example: tax. legal liability, public relations), one corporation might own a prison, leasing it to another, closely related corporation to use as a prison. For a more specific example, there might be a lease between CCA PRISON REALTY TRUST, a Maryland real estate investment trust ("Landlord") and CORRECTIONS CORPORATION OF AMERICA, a Tennessee corporation ("Tenant"), in which the CCA landlord gets real estate from the tenant, then leases it to the tnant. If one is interested in commercially analyzing the industry, one needs to analyze groups of related corporations (including owners and lessors of prison real estate), not just corporations which get a government contract to house or transport prisoners. The corporation with the government contract may pay so much to closely rlated corporations that it makes little profit.

Tony Parker (not Jerry L. Parker) became warden in 2006 of West Tennessee State Penitentiary, Tennessee's biggest prison. We don't know if Tony's related to Jerry.
On the night of 9 May 2007, about 20 prisoners fought in a dayroom at WTDF. A 48-year-old, male prisoner who was at the fight scene did not fight but had a fatal heart attack.
