Although he was British, his name was Gray, not Grey. We don't knopw if Gray was treated at home. Another Ubani patient in Britain (eighty-six year old widow Iris Edwards) was. Ubani examined Edwards, noticed that she felt clammy, did not have her hospitalized. She died several hours later. An expert thought that Ubani should have had her hospitalized.
According to "Failure to charge overseas locum 'scandalous', says MP" (Martin Evans, 04 Feb 2010, Telegraph), "A source close to the investigation said it was decided that the 67-year-old doctor would face a manslaughter charge in relation to the death of Mr Gray."
As well as we understand the publciity, Ubani killed his patient by injecting ten times the, usual, recommended dose of heroin. Ubani was working as an "out of hours" locum physician. A locum physician stands in to do the job of another who is away or unwell. We don't know what "out of hours" means. Perhaps it means not during business hours (perhpas at night, on a wekend, or on a holiday).
In America in hospitals, out of hours service (as we define it) is, according to well done research, much worse than hospital service at other times. Ubani did not treat the patient in an American hospital.
The publicity omits much information about the Gray and Edwards cases. It's usual for most physicians to illegally fail to get patients' informaed consent to drugs. Did Ubani explain to his pateints the possible advantages and disadvantages of the drugs? For example, did he explain what can go wrong as the result of a heroin injection? Did thhe patients, after hearing an explnation of the possible disadvantages, consent to the drugs? For example, did Gray, after hearing an explanation from Ubani, consent to heroin? Ordinarily under British law as far as we know, it is a crime, and also a violation of professional ethics, to inject heroin into a patient without the patient's informed consent. After Ubani killed Gray, did Ubani explain to Gray's family that Ubani, because of his gross negligence, had killed Gray? In German court, as far as we know, Ubani admitted that his gross negligence had killed the patient. Ubani said in German court, as far as we know, that he had not been familiar with the drug he had administered and that he had been exhausted. Did Ubani say this to patient Gray when getting Gray's informed consent? Did Ubani say this yet yet to the patient's next of kin? When a physician finds out the patient's cause of death. does the physician have a duty to tell the next of kin? Ubani was working as a locum. Has the prinicpal physician (the one for whom Ubani wa a locum) yet explained this to the next of kin? Is it a crime to conceal this information from the patient (or from a dead patient's next of kin)? We don't know if Ubani had gotten informed consent, and if Ubani (or the prnicipal physician) has yet explained to Gray's next of kin that Ubani's gross negligence had killed Gray.

This quality of service (namely, criminal) is common. The main reasons for the furor about Gray is that the crime caused a death and that the victim's son investigated, complained, and wrote a powerful letter to Mike O'Brien, UK Health Minister.

Here is an old photo of the site. Corning Glass supposedly owns the property and lets the U.N. use it, according to a webpage. Arthur A. Houghton, Jr., an executive with Steuben Glass and Corning Glass Works, deeded the property possibly as a gift to UNITED NATIONS ASSOC. ET AL on about 28 July 1972, which deeded it possibly as a gift to the United Nations on about 28 December 1973. The house has a view of the East River. Based on a blog we read, we guess that the elevator in the house serves five floors including the basement. The house is several blocks north of the SG's office at U.N. headquarters.
