City Council Minority Leader (namely, Republican leader) James S. Oddo was one of Staten Island Republican boss Guy Victor Molinari's ambassadors to the city council. (Former borough president Molinari is described elsewhere in this web site.) Oddo no longer obeys Molinari. Thomas J. Lueck described James S. Oddo as one of mayor Michael R. Bloomberg's "staunchest allies on the City Council".
Oddo represents Staten Island district 50 (the mid-island district of Staten Island, plus a little of Brooklyn). City council district 50's voters are in 4 state ADs (assembly districts): ADs 60 through 63. The 63rd AD voters cast about 6000 votes in the 2003 general election for city council, 60th AD voters cast about 5500 votes, 62nd AD voters about 2700 votes, and 61st AD voters cast about 700 votes. In the November 2003 general election, Republican and Conservative candidate Oddo got about three times more votes than Democratic and Independence candidate Frank T. As far as we know, no political party had a September 2003 primary election to decide who its candidate would be in the November 2003 general election for city council member representing the 50th district.
Oddo's city council campaign committee was a paying tenant of the campaign comittee of DONOVAN FOR D.A.
Lenders to Oddo's city council campign committee were his chief of staff (described above on this page), Elizabeth Harris (QUEENS, NY 11420), James Oddo (the candidate lent to his campaign committee), Ilene Sacco (BROOKLYN, NY 11209), and Robert Calandra (home BRONX, NY 10465; employer NEW YORK CITY COUNCIL, 250 BROADWAY, NEW YORK NY;
Occupation ATTORNEY). When people contributed to candidate Oddo's campaign committee, the committee paid some of that money to Oddo, to repay loan money that he had eearlier lent to the committee. Probably, few donors to Oddo's campaign committee know that some of their contributions is paid to Oddo (to pay debt the campaign committee has to him). Also probably, few donors to Oddo's campaign committee know that some of their contributions money is paid to a lawyer employed by the city council (to pay debt the campaign committee has to him).
Oddo's campaign committee (candidate Oddo, James (NYC CFB ID: 214), Election Cycle 2003, Office City Council) paid money to KINGS County CONSERVATIVE PARTY (KINGS County BROOKLYN, NY 11209) on 20 September 2002, seemingly without stating a purpose. If paying the money was a crime, or if not disclosing the reason was a crime, there may be a conflict of interest for district attorney Donovan because Oddo's campaign fiance committe paid rent money to Donovan's campaign finance committee.

He has pesistently, explicitly claimed that he was born and raised in Ozone Park, Queens, NY. Ozone Park neighborhood is in zip codes 11416 and 11417. We guess that he was born in a hospital. We don't know which hospitals were in Ozone Park in about 1985. Near OP (Ozone Park), there is a neighborhood, SOP (South Ozone Park). Those are separate neighborhoods, as far as we know. There supposedly may have been a hospital: Rockaway Blvd Medical Center, 14712 Rockaway Blvd (near Sutphin Boulevard), South Ozone Park, NY 11436, (718) 641-9800. We cannot guess where in Ozone Park he was born. We do not know any address in Ozone Park at which people were born in about 1985.
Ulrich worked for TSA (Transportation Security Administration), the New York City Council, and BoE (New York City Board of Elections) for the borough of Queens. TSA may have been a merit job. The Council and BoE jobs may have been political. Ulrich got a B.A. degree in political science at St. Francis College in Brooklyn Heights and now studies at St. John's University.
