Although the Museum supplies 100 Old Slip as an address, we think that there may be another entrance to the building from a different street. As far as we know, the Museum is not the only tenant in its building.
The following used to be true: when a person enters the building lobby but seems to have trouble finding his way to the Museum, on-duty NYPD officers standing near the needed elevator (the elevator to use to go to the Museum) will spot this, ask the person if he wants the Police Museum, and, if he says that he does, advise the person how to go to the Museum. Guiding people in the building lobby to the Museum seemed to be the job of those officers, who seemed to be stationed in the lobby for that purpose.
The Museum is pro-police and pro-NYPD, not an impartial museum. We've been in a few police museums. None of them seemed to have docents or tours. This museum had the worst exhibits. The Museum supposedly is terribly managed. As far as we know, the managers are Carol Safir and her husband Howard Safir, a former NYPD police commissioner. The Safirs' address is elsewhere in this website. The Museum seems to have permission to use the NYPD's logo in the Museum's publications. According to law, any member of the public should be able to see the Museum's disclosure of charitable contribution information. The law requires the Museum to disclose that information on demand of any member of the public. If the Museum operates as it used to, don't waste your time or breath demanding or asking to see the Museum's disclosure of charitable contribution information. The Museum got indignant, as if it had no duty to disclose contribution information directly to the public.As far as we know, the Museum still violates that mandatory disclosure law. We eventually got the Museum's contribution information from a state Attorney-General's office in Manhattan, not from the Museum. By the way, the IRS also supplies contribution information about the Museum.

Do not confuse this foundation with NYLEF (NEW YORK LAW ENFORCEMENT FOUNDATION), 480 Park Avenue, NY NY 10022. As far as we know, Reginald Ward, who leads NYLEF, was affiliated with NYCPF. The two foundations are both on Park Avenue about seven blocks apart. Betsy Gotbaum, now consumer advocate of New York City's municipal government, supposedly used to run NYCPF. On 15 October 2007, the NYPD's home page links to the home page of NYCPF.
According to a 20 May 2003 press release entitled "FTC AND STATES UNITE TO FIGHT FUNDRAISING FRAUD", New York State attorney general Eliot Spitzer announced resolution of an investigation of Estel Senn, the New York Firefighters Foundation, and the New York Police Foundation, two corporations that Senn controlled. These foundations solicited donations from New Yorkers purportedly to be used for college scholarships of family members of police officers and firefighters who were killed or incapacitated in the line of duty. Spitzer alleged that Senn defrauded donors by a variety of actions.
We guess that NYCPF has much higher income than NYLEF.
Valerie Salembier chairs the Foundation's Board of Trustees. The Foundation is a private organization which closely cooperates with NYPD management. For example, the Foundation pays the salaries of some NYPD officers. In February 2003, she became senior vice president and publisher of The Hearst Corporation's Harper's Bazaar magazine. Mayor Bloomberg appointed her to the board of the New York City Sports Development Corporation. Mayor Dinkins appointed her chair of the New York City Sports Commission. Her husband is boss of a business which specializes in Asian investment. In December 2004, the New York Times's Robin Finn wrote in "Scrapping With Fashion's Copycats, in Stilettos" that Salembier had embarked on a campaign to discourage the public from buying counterfeit fashion accessories. She has been president of the New York Post and publisher of TV Guide. She published TV Guide when it was part of MME (Murdoch Media Empire, mentioned on at least one of our publicity pages). We don't know is she was president of the Post when it was part of MME.

Also, in our opinion, it was wasteful for the NYPD to use detectives to provide her with the service that she supposedly received from them. Civilians or lower paid officers should have done the work even assuming that the NYPD should have done the work at all. The work did not require criminal investigation and should not have been done by detectives. We don't know if the commissioner has paid or owed income tax on the value of the service supposedly received.
By the way, the commissioner gets bodyguard service from the NYPD. This work should be done by civilians. If the work is done by officers, it should be done by officers who are paid less than a detective. Bodyguard work and detective work are different. Detectives earn much more than bodyguards. The city wastes money using detectives as bodyguards. Kelly is legally required to periodically report all of his sources of income to the city government but he hasn't reported the free service (for example, chauffeuring Kelly's wife on her personal trips for nearly five years) provided by the NYPD. That service is part of his income. Not reporting the income may, under some circumstances, be a crime, the crime former commissioner Bernard Kerik did. This unreported practice of Kelly (knowingly wrongly making government personnel do errands for Kelly's spouse) is fundamentally what Alan Hevesi did and is commonly done by exceptionally powerful, government officers. Kelly, Hevesi, and Kerik are not alone. Kelly's bodyguards shouldn't even have done errands for him; much less, for his wife. If someone wanted to pay a private company to have off-duty NYPD detectives do errands for his wife (for example, drive her around New York city, especially Manhattan) for nearly five years including at night and on weekends, often on short notice, one might have to pay over a million dollars including rental fees for any vehicles the detectives used, as we shall now explain. The NYPD detectives were available around the clock. Today (14 February 2007), one can rent an NYPD officer (not a detective) for $40.00 hourly, as far as we know. That's $640.00 for 16 hours. The detectives were available 24 hours a day but let's stay with only 16 hours a day. That's $233,600.00 for one year (365 days), $1,144,640.00 for nearly five years (4.9 years). One must add to that the rental value of the vehicles used. Furthermore, an off-duty detective probably would be paid more than an ordinaty officer. Kelly seems to have illegally not reported much more than a million dollars of income received by him as free service to his wife. There may be other ways to calculate Kelly's unreported income but it's still a lot. Kelly's unreported income is much higher than the unreported income of Kerik which led to Kerik's prosecution. Kelly's supposed, unreported income resulted from a kind of embezzlement of service. We guess that Kerik's unreported income resulted from a bribe.
Paul Browne, who often makes untrue statements, denied the report of much, free NYPD service to Veronica. In Browne's denial, he did not say how he knows. We don't know if the report is true.
Commissioner Kelly has adult sons James and Gregory Raymond "Greg" Kelly. As far as we know, Gregory, born 17 Dcember 1968, ia television co-host and was White House reporter. He has worked for FNC (Fox News Channel). Gregory works for channel 5 in New York City, Fox TV. Fox is part of MME (Murdoch Media Empire), as is the New York Post. When Commissioner Kelly talsk to someone from the Post, he is talking part of MME, Greg's employer.
Raymond Kelly's been police commissioner twice, under mayors Dinkins and Bloomberg. As Bloomberg's commissioner, he followed Bernard B. Kerik (appointed by Giuliani), who followed Howard Safir (appointed by Giuliani), who followed Bratton (appointed by Giuliani)), who followed Kelly (appointed by Dinkins). Raymond W. That refusal by Kelly should be distinguished from Kelly's refusal to cooperate with the CCRB (Civilian Complaint Review Board) investigation of police crime and misconduct at the 2004 RNC (Republican National Convention) despite the city charter's requirement (in section 440(d)2) that the police commissioner cooperate: "The police commissioner shall ensure that officers and employees of the police department appear before and respond to inquiries of the board and its civilian investigators in connection with the investigation of complaints ...". Kelly supposedly did the opposite: supposedly he forbad two NYPD officers (Deputy Chiefs Terence Monahan and Stephen Paragallo) to answer CCRB investigators' questions in the CCRB's RNC (Republican National Convention) investigation. Kelly's conduct may possibly have been the crime of obstruction of justice (designed to help Monahan, Paragallo, and others possibly including Kelly), not just violation of the city charter.
There was an interesting amount of crime in New York city during the 2004 RNC (Republican National Convention). In 2004, about eight million people lived in New York city and another million or so came into the city on business days. New York city has much crime. The NYPD planned to have about 10,000 of its 36,000 officers flood the streets around MSG (Madison Square Garden, the building that the 2004 RNC was held in) during the convention (namely, the four days from Friday, 30 August, through Monday, 2 September). As far as we know, the plan was carried out. Many other NYPD officers did much other work for the convention. Some of those officers worked far from MSG building and some started their RNC work long before the convention. Ten thousand officers (those intended by NYPD management to flood the streets around MSG building) are about 28 percent of thirty-six thousand officers. The RNC period included Friday and Saturday nights, normally high-crime times for the NYPD. Because so many officers were involved in RNC work, was there more ordinary crime (crime unrelated to the RNC) in New York city then (for example, robbery, burglary, car theft, homicide, rape, drug selling, and kidnap)? Mayor Bloomberg's 3 September 2004 wrap-up assessment does not say that there was more crime. We are unaware of any claims that there was extra, non-RNC crime (in other words, ordinary crime) in New York city during the convention. Maybe the NYPD has far more police officers than it can use to fight crime, so that no increase in crime resulted from using over a fourth of officers for the RNC. Maybe there was more crime during the RNC but it wasn't included in the mayor's wrap-up assessment. If there was an increase in crime, that should be considered when deciding whether to seek other conventions. If there wasn't an increase in crime, that should be considered in deciding how many officers should work for the NYPD.
